Conduent and Alabama Introduce Chip-Enabled SNAP Cards to Curb EBT Fraud

The Alabama Department of Human Resources (DHR) now collaborates with Conduent to launch chip-enabled EBT cards. This initiative aims to stop rising fraud and protect SNAP benefits for thousands of families statewide. Alabama is now the first Conduent-supported state to roll out this advanced technology to all cardholders.

Criminals often use skimming devices on older magnetic stripe cards to steal sensitive account data. However, the new chip technology allows users to insert cards securely into terminals. This change provides a critical layer of defense against unauthorized access and theft. Consequently, beneficiaries can shop for groceries with much greater peace of mind.

“I am so pleased to finally bring this instrumental change to our EBT cardholders statewide,” said Alabama DHR Commissioner Nancy Buckner. “After a successful pilot program, we have shown that these new cards are easy to use and offer much better protection for the benefits.”

Enhanced Security Features

Furthermore, Alabama recently enhanced its system to block out-of-state and online transactions by default. Users can easily manage these settings through the ConnectEBT mobile app or the official portal. These digital tools allow residents to lock their accounts instantly if they suspect any suspicious activity.

“Transitioning to chip technology is a proven fraud-prevention strategy,” stated Anna Sever, President of Government Solutions at Conduent. “EBT payments deserve the same level of security as other types of accounts.”

Currently, Conduent supports electronic payments in 37 states across the country. This rollout serves as a model for other regions looking to modernize their public assistance programs. Alabama DHR continues to develop innovative ways to ensure that vital funds remain safe for those in need.
